In Italia ci sono circa 50.000 immobili occupati abusivamente: 30.000 pubblici, 20.000 privati. Sono numeri importanti, ma non raccontano tutto. Dietro ogni porta forzata ci sono storie di sfratti, disoccupazione, precarietà, ma anche casi di degrado e illegalità.
Il vero scandalo è un altro: un terzo delle case italiane è vuoto. Al Sud la percentuale arriva al 36%. Mentre famiglie e giovani si arrangiano come possono, lo Stato e i Comuni lasciano marcire migliaia di immobili. A Roma, solo per gestire il fenomeno delle occupazioni, si spendono decine di milioni di euro l’anno. Una spirale assurda: soldi sprecati, case chiuse, cittadini senza tetto.
Le città simbolo
Roma: tra 6.000 e 10.000 alloggi popolari occupati.
Milano: fino a 3.600 casi.
Palermo: circa 3.000 occupazioni.
Torino: poche centinaia, ma con esperienze di mediazione sociale positive.
Reggio Calabria: 110 alloggi occupati, soprattutto da famiglie rom.
Ogni città racconta lo stesso copione: anni di cause, sgomberi costosi, famiglie rimbalzate da un’emergenza all’altra.
Una questione politica, non solo legale
Il Codice Penale punisce l’occupazione fino a sei anni di carcere. Ma davvero la risposta può essere solo la repressione? Il fenomeno non è un problema di ordine pubblico: è un fallimento sociale.
Tre le criticità principali:
- Politiche abitative inesistenti: l’allocazione degli alloggi popolari è lenta e opaca.
- Disuguaglianza territoriale: il Sud è pieno di case vuote e di famiglie senza casa.
- Criminalizzazione della povertà: chi non ha alternative diventa un “nemico sociale”, mentre mafie e speculatori approfittano del caos.
Le proposte dal basso
Durante un confronto pubblico sono emerse soluzioni semplici e concrete:
Recuperare le strutture statali in disuso e trasformarle in alloggi sociali.
Censire e rendere trasparente il patrimonio comunale e degli enti.
Ristrutturare gli spazi abbandonati con fondi mirati e incentivi.
Affidare in autogestione spazi degradati a cooperative di quartiere, con regole e controlli sul reddito.
Snellire la burocrazia, che oggi rende impossibile accedere a un alloggio pubblico in tempi rapidi.
Restituire vecchie case a imprenditori e artigiani per rimetterle in vita, creando al tempo stesso lavoro e comunità.
Tecnologia sì, ma al servizio delle persone
L’Intelligenza Artificiale può aiutare a mappare immobili vuoti e pianificare interventi, ma non deve diventare solo un nuovo strumento di sorveglianza. Il rischio è che la povertà venga criminalizzata due volte: prima dalla politica, poi dalla tecnologia.
Conclusione
Ogni sgombero senza una riforma vera è un cerotto su una ferita che continua a sanguinare.
Le case ci sono. Gli spazi ci sono. Manca solo la volontà politica di restituirli alla comunità.
