Uno dei dubbi più comuni riguarda la gestione dell’euro digitale: chi controllerà i wallet? Chi garantirà la sicurezza? Quali saranno i compiti della BCE e quali quelli delle banche? In questo articolo facciamo chiarezza sul modello di governance previsto per l’euro digitale, per capire meglio come sarà organizzato il nuovo sistema.
🏛️ Il ruolo della BCE
La Banca Centrale Europea sarà l’unica responsabile dell’emissione dell’euro digitale. Ciò significa che:
- stabilisce le regole fondamentali del sistema,
- definisce la quantità massima detenibile dai cittadini,
- gestisce l’infrastruttura di base,
- assicura stabilità e sicurezza.
In pratica, la BCE garantisce che l’euro digitale sia una moneta pubblica, sicura e affidabile.
🏦 Il ruolo delle banche e degli intermediari
Le banche, le Poste e gli altri intermediari finanziari saranno i soggetti incaricati di offrire i wallet ai cittadini.
Il loro ruolo sarà quello di:
- fornire app e servizi per usare l’euro digitale,
- offrire assistenza clienti,
- gestire l’identificazione (KYC),
- integrare l’euro digitale nei pagamenti quotidiani.
È un modello simile all’attuale gestione delle carte di pagamento: la moneta è della BCE, ma i servizi li offrono le banche.
🏛️+🏦 Un modello “ibrido”
L’architettura dell’euro digitale sarà un sistema ibrido:
- la BCE controlla la parte centrale,
- le banche gestiscono il rapporto con i clienti,
- i pagamenti passano su reti sicure e supervisionate,
- la privacy è garantita da regole pubbliche europee.
Questo approccio permette di mantenere stabilità e innovazione allo stesso tempo.
🔐 Sicurezza e responsabilità condivise
La BCE stabilirà i protocolli di sicurezza, ma saranno gli intermediari a doverli implementare nel quotidiano.
I cittadini avranno diritto a:
- wallet sicuri e protetti,
- identità digitale verificata,
- pagamenti affidabili anche offline,
- protezione dei dati personali.
Ogni attore del sistema avrà un ruolo preciso per garantire che tutto funzioni in modo trasparente e sicuro.

La gestione dell’euro digitale richiede equilibrio: troppo controllo pubblico rischia di rallentare l’innovazione, troppo spazio ai privati rischia di compromettere la fiducia.
