Tra il 3 e il 4 dicembre 2025, mentre noi discutevamo se prendere l’insalata in busta o quella sfusa, a Bruxelles si chiudeva uno di quei passaggi tecnici destinati a incidere a lungo sul nostro modo di produrre e acquistare cibo. La Commissione europea ha raggiunto un accordo politico provvisorio sulle Nuove Tecniche Genomiche (NGT).
Un accordo normativo europeo che ridefinisce il confine tra ciò che viene considerato OGM e ciò che non lo è più.
Prima domanda semplice: cosa sono le NGT ?
Le Nuove Tecniche Genomiche permettono di intervenire sul DNA delle piante in modo estremamente preciso. Tecniche come CRISPR-Cas9 consentono di modificare sequenze genetiche già presenti, senza necessariamente introdurre geni provenienti da altre specie.
Rispetto agli OGM “storici”, basati spesso su transgenesi, le NGT operano su scala più fine.
Questo ha spinto parte della comunità scientifica e agricola a sostenere che i risultati ottenuti siano comparabili a mutazioni naturali o a quelle prodotte dalla selezione convenzionale, solo più rapide e mirate.
Ed è proprio su questa comparabilità che l’Unione Europea ha costruito la nuova architettura normativa.
I sostenitori dicono:
“È come accelerare ciò che la natura farebbe da sola, ma in tempi umani.”
I critici rispondono:
“Accelerare non significa automaticamente essere neutrali.”
Entrambi hanno una parte di ragione. Ed è qui che entra in gioco la nuova legge. Questo ha spinto parte della comunità scientifica e agricola a sostenere che i risultati ottenuti siano comparabili a mutazioni naturali o a quelle prodotte dalla selezione convenzionale, solo più rapide e mirate.
La nuova regola europea: due categorie, due mondi
L’Unione Europea ha deciso di dividere le NGT in due categorie. Non per simpatia, ma per semplificare la gestione normativa.
NGT di Categoria 1
Sono le piante con modifiche genetiche considerate “lievi”, cioè simili a quelle che potrebbero avvenire anche con incroci tradizionali o mutazioni naturali.
Cosa cambia per il consumatore?
- Niente etichetta OGM sul prodotto finale
- Stesso trattamento legale delle piante convenzionali
- Tracciabilità solo per semi e materiale di partenza
In pratica: al supermercato non lo saprai, a meno che qualcuno non decida di dirtelo volontariamente.
NGT di Categoria 2
Qui troviamo le modifiche più complesse o invasive.
Per queste:
- restano tutte le regole degli OGM classici
- autorizzazioni, valutazioni di rischio
- etichetta OGM obbligatoria
- tracciabilità completa
Qui nulla cambia rispetto al passato.
Un confine invalicabile: il biologico
Su un punto l’accordo è netto e trasversale:
le NGT, di qualsiasi categoria, sono vietate nell’agricoltura biologica.
Una scelta che tutela formalmente l’identità del settore bio europeo, ma che non elimina del tutto le preoccupazioni sulla coesistenza delle filiere e sul rischio di contaminazioni involontarie.
Le reazioni: innovazione contro trasparenza
Come spesso accade, la spaccatura non segue una linea ideologica semplice.
Il fronte favorevole
Associazioni agricole, parte della ricerca pubblica e privata e organizzazioni come Coldiretti, Confagricoltura e CIA accolgono l’accordo come un passo necessario.
Le motivazioni principali:
- adattamento ai cambiamenti climatici
- riduzione dell’uso di pesticidi e fertilizzanti
- recupero di competitività dell’agricoltura europea
- distinzione finalmente chiara tra OGM transgenici e NGT
In particolare Coldiretti sottolinea l’opportunità di rafforzare la ricerca pubblica italiana e apprezza il mantenimento del divieto nel biologico.
Il fronte critico
Di segno opposto le posizioni di FederBio, AIAB, Slow Food e IFOAM Organics Europe.
Le principali criticità sollevate:
- assenza di etichettatura per i prodotti di Categoria 1
- riduzione della tracciabilità lungo la filiera
- rischio di concentrazione del potere nelle mani di poche aziende sementiere
- scarsa chiarezza sul tema dei brevetti
- indebolimento della libertà di scelta del consumatore
Il nodo non è solo scientifico, ma informativo: cosa il cittadino può sapere e cosa no.
La domanda che resta
La nuova normativa europea sulle NGT non è ancora definitiva. Servono i passaggi formali finali di Parlamento e Consiglio. Ma la direzione è tracciata.
Non si tratta di stabilire se le NGT siano “buone” o “cattive”.
Si tratta di capire chi decide cosa è abbastanza simile alla natura da non dover essere dichiarato, e quali strumenti restano al consumatore per orientarsi consapevolmente.
Perché la libertà di scelta non si misura solo da ciò che è sugli scaffali,
ma anche da ciò che viene reso visibile.
